I can assure you young children are permitted in the bulkhead. Just three days ago, on a 738 there was a continuously-screaming four-year-old in the bulkhead row of Y, and I was in the last row of F. Y had many empty seats, too. Sadly, dad (or whomever was caring for the child) was paying more attention to his movie than the child.
