Unless this changed over the last week or if this is about long-haul only, this is not true in my experience.
I'm a Silver member and for the past ~4 years I've been reserving exit row seats on nearly every Euro Economy flight with BA I've made without an extra charge. As recently as two days ago.
Maybe the charge only applies to reserving exit seats in WT long haul?
