I live near IAD and find it frustrating that AA does not fly IAD-ORD. It has occasionally forced me to drive into DCA for flights. That said, it's not the end of the world if you have to drive from BWI or DCA - unless you're arriving during a weekday rush hour. I can't give any advice on traffic going BWI-WV. DCA-WV will be an easy drive so long as you avoid arriving anytime after 1pm on a weekday. Departing out of DCA, avoid driving WV-DCA (via the Dulles Toll Road and I-66) prior to noon weekdays. Note there are also HOV limitations on I-66 at certain times of the day (I think it's: inbound 6:30-9:00AM, outbound 3:00-7:00PM).
