For the upgrades it's based on the regular rate but must be done by either using the z38 code or calling in. For the club access I don't know what you're talking about. Once you apply they should have sent you your club lounge membership card. The only way you would be required to pay is if you don't have the membership card on hand or the lounge you're trying to access isn't part of the program. Either way of you did pay for it you might get it back as an airline incidental.
