Any idiot can cut a lock in 2 seconds and it won't do you any good to know that it's been cut.
While this is true in the US where most luggages do not have built in or aftermarket locks, in Asia and Europe, a significant portion of the luggages have locks. With that said, I do agree that the extra lock simply draws attention and does not offer any extra protection.
