There been some different issues on fee waiver for elites and this may be related BUT the is no change in policy (even if UA wanted to change the policy, the DOT requires a 24 hour "I can change my mind window" for most tickets including awards).
So if you are truly in the 24 hour window for a new ticket, there is no cancellation fee.
Thank you as well for advice; I booked and cancelled an award ticket (no UA status) within 24 hours in December and was charged $200 for redeposit fee.
Called in and the agent said that it was correct and a $200 fee applied.
When I challenged that DOT requires the ability to cancel within 24 hours without penalty, he went back to a supervisor, and came back with a "You are correct. We will process a refund".
Glad to resolve but unbelievable that their online cancel function posted the charge incorrectly. I'm guessing most people just don't know and pay it.
