I have heard both versions in the past few months, "Joe Bloggs, you are delaying the flight! ..." and "Passenger Joe Bloggs, immediate boarding..."

Either is entirely in line with, ahem, the general cultural communication style in the Netherlands

I do not disapprove of the direct style of the messages.
