Datapoint:
I purchased a physical GC for a sammich shop from GCM on fleabay. Arrived with an "issue", after calling and verifying info, they said they would "work on it"

GC is activated a few days later.
I believe this is an antifraud process, since my account is in great standing nor do I MS with GCM.
