Yeah, those additional security checks abroad for US bound flights are mandated by the US government.

Also, the US authorities are soon requiring foreign airlines to supply them with the travel history and other info of every pax they carry to the US (supposedly to help profiling terrorism suspects). The cost of building a system for collecting such info is one thing, but it is also illegal in most European countries.
