Bribery is when you pay for something illegal in services or products. Tipping is encouraging your server to go above and beyond for you, there's a huge difference. It's no different than being nice to someone and they in term be nicer to you than others.
In Hong Kong, receiving money for better service is unlawful unless approved by the employer. Both the tipper and the employee can be prosecuted.
