No commercial carrier will transfer a bag from JFK to EWR.

And in all events, as others have noted, luggage must be collected to clear customs at the first point of US entry.

She should take a shuttle or car service between JFK and EWR. Period. I would not even consider public transit with three pieces of luggage, especially at commute hours. The transfer at Penn Station from LIRR to NJT is particularly problematic.
