ANA is correct. When arriving in the USA one must reclaim one's baggage at the port of entry and then recheck it*. In this case it means carrying it from JFK->EWR. UA no l

nger has any operations at JFK.

* Some I->USA->I itineraries allow one to avoid this at some airports
