No, other airlines typically can only see OWE. Some airlines show on the manifest which airline the status comes from (e.g. BA, AY, IB, AB), some others don't (AA, LA). CX shows it ... and about two years ago they always involved you in conversation why you wouldn't switch to Marco Polo Club?
