I agree. And this is a clear sign of how different is the organization between US airports vs RoW. OUS, it would be totally unthinkable to have airlines organizing their own shuttles to connect terminals.
DL already operates a shuttle between JFK T2 and T4 (and between T4 and the other end of T4), it wouldn't be a big leap for them to add a T1 route, at least during the peak afternoon hours. The problem is it is basically unidirectional... So perhaps not cost effective.
