When using sites that I'm not familiar with I sure do read/glance through the fine print. I also use cards that don't charge foreign transaction fees. Of the 9 cards I have only 2 charge FTFs. FTFs aren't just about the currency charged in but that the transaction itself happened outside of your issuing country.
It sucks you didn't know this before your purchase but now you'll be a wiser shopper. I don't assume that when charged in USD that I'm paying inside the US. Especially when the first line states the company is in Singapore. Hotels often offer to bill in USD in Germany, the UK, Italy, China.... but at horrible conversion rates and would still incur FTF as the transaction occurs abroad.

Nonetheless this fine print still doesn't clear things up for the novice that the transactions would be posted in Singapore Dollars.
The section you posted about BANK AND CREDIT CARD FEES simply states that any foreign transactions will incur credit card fees. But if the quoted price is in USD one would assume that the charges are local.
