Nonetheless this fine print still doesn't clear things up for the novice that the transactions would be posted in Singapore Dollars.

The section you posted about BANK AND CREDIT CARD FEES simply states that any foreign transactions will incur credit card fees. But if the quoted price is in USD one would assume that the charges are local.
