Uhm - not always. I usually book a US-UK TATL return, and then add a car hire later - which may or may not make it a 'holiday' booking. Sometimes I get the "can't upgrade" message, other times I have no problem. Back in May, I had no problem getting a POUG online for both outward and return, yet on other bookings without an 'additional' car hire/hotel/etc, still got the "can't upgrade" message. (Maybe it's the lack of clarity in the message that needs to be corrected!)
Booking flight only then adding hotel or car hire doesnt change a booking into a package, its just the equivalent of making a shopping basket.
You dont get package discount if you book the way you suggest and therefore are paying more than you need to!
