I was going to say this as well. So many people leave towels on their chairs when they are done for the day, even if its the morning. If someone doesn't show up for quite a while, you can't go wrong on the side of reasonable thinking, which is that the chair has been occupied and vacated.
As for enough chairs, if the Germans in Thailand are any indication, it is not just getting a chair that is important, it is its location as well.
