For paid tickets -- the phone fees as noted. No elite waiver of general paid ticket cancellation fees.
There is elite waive of SDC fees (for Gold and higher). ^

However, for award tickets, essential all book, change, cancellation, ... fees have elite waiver (Plat and higher) and discounted for Gold & Silver.
