I don't know the whole story and with most things in life, your mileage may vary.

I do know there was a branch in London at one point and that has since closed.
As a non-resident foreigner, I maintain two accounts and a cc with Wells Fargo in SF, but I have to have online statement delivery as they are not very good at figuring out the postage to the UK. Whether I could open the accounts today is a more difficult question.
