You are wasting your time taking this upwith IHG corporate as @rewards scheme t+c's clearly state points are earned on net room rates.
In UK by law hotels must quote vat inclusive rates.
The exception in UK is long stay accomodation 30nights or longer which accomodation does not attract VAT cost, as such IHG Staybridge Suites hotels, eg Stratford, Birmingham quote ex-vat rates.
When you stay at SBS less than 30nights vat is added to quoted rates on checkout
It is not unusual for SBS stays quoted ex-vat to be posted with alas the UK SBS hotel removing the vat from that ex-vat rate which is incorrect. As such double checking UK SBS points are correct is recommended !
I thought the law was that VAT had to be quoted unless the hotel was predominantly for business clients (no idea how you fathom that out) as the Grange Hotel chain quote prices without VAT
I'm the OP and just commenting on my post if I am not going to get the points quoted it shouldn't say 'points to be earned from this stay'
