The points estimate is just that, purely a rough ready estimate of actual booked rate converted to $'s x10. Not all countries (like UK) include taxes, and this estimate calulation does not check which country hotel is in or know if taxes are included.
You are wasting your time taking this upwith IHG corporate as @rewards scheme t+c's clearly state points are earned on net room rates.

In UK by law hotels must quote vat inclusive rates.

The exception in UK is long stay accomodation 30nights or longer which accomodation does not attract VAT cost, as such IHG Staybridge Suites hotels, eg Stratford, Birmingham quote ex-vat rates.
When you stay at SBS less than 30nights vat is added to quoted rates on checkout

It is not unusual for SBS stays quoted ex-vat to be posted with alas the UK SBS hotel removing the vat from that ex-vat rate which is incorrect. As such double checking UK SBS points are correct is recommended !
