They did the same thing the first time I was there with EMV enabled, which I think might have been the day it was turned on. I suspect they're not seeing many contactless transactions, and the "cash or card" question is a preamble to telling people paying by card to insert chip cards.
Depending on when it was asked it may also be an indication for the cashier to push the button on the POS to turn on the terminal once they're done scanning. Might save a second or two since it takes a few for the terminal to turn on.
