If it's a small amount Citi will likely credit the difference. If it's larger, they can do a chargeback assuming you get a rep in the know about the DCC scam.
It was 40 euros. Works out to a 2 dollar difference. My wife gets annoyed when I fight over small money but I value the principal. I once argued about a 1 penny interest in the UK. I used the Citi Prestige MasterCard. I have had fast responses with them in the past, they credited me the $10 when Meijer had issues with Samsung Pay. My horrible experiences was with using the 4th night credit. Took tons of phone calls and Carlson and Citi blaming each other before I got it sorted.
