When I worked for "another carrier" there was a long list of both pax priorities and bag/cargo priorities. IIRC, there were like 30 or so different classifications. But you are correct, NRSA is first on the list.
In fact during high season to South America, the company would implement a temporary NRSA embargo. This was because so many people would get stuck for days/weeks due to all the rev pax and cargo weight.
