In my experience practicing criminal law, those are used to "justify" pretext stops when cops want to stop someone on a hunch and can't articulate probable cause. It's unusual for people to be stopped and ticketed solely for the reason that they have a radar detector or GPS navigation device mounted on their windshield. To minimize the risk of a traffic stop, install the unit is such a way that it does not obstruct your view of the road.
