I assume that you're likely checking luggage anyway, because once you put snowshoes in a carryon you wouldn't have all that much room for other stuff like cold weather clothes. If so, it's clear cut that you should put them in your checked bag rather than taking your chances with the TSA.
And if you try to carry them on, I'd strongly echo dvs7310's advice to allow for extra time and checked luggage allocation, in case the local interpretation of the rules doesn't go in your favor.
Note: I'm not saying that the rules are sensible, or even that the TSA is likely to rule against you. Just that you can't be sure.
