Funny, I find SPG to be very easy to earn from hotel stays. With the 2,000 point BRG, Green Choice, promos, and the generous earning ratio as even a low-level elite, I'd say I get 90% of my SPG points from stays.

To me, the answer to the original question is obvious and different for everyone. The easiest programs to earn are the ones that you can use. For example, I'd find any airline other than United or Air Canada to be very difficult because they have such a monopoly at YVR. If you live near a hub, that hub's airline(s) would be your choice.
