I agree. I think we are discussing priority boarding rather than pre-boarding here.

I don't usually pay much attention because I'm not one of the first ones to board. However on a recent OS flight from VIE to DUB I was in Y and appeared to be the only one for priority boarding at first. A few passengers in C turned up later.

On the evening NH flight from FRA to TYO the majority of passengers seem to qualify for priority boarding. After priority boarding is complete there are only a handful of passengers left.
