+1 for Denmark. I witnessed a wedding there for two close friends marrying there. One with European and one Latin American citizenship. All worked fine, but very late notice on which town you will be marrying in. We ended up piling in my car one Thursday night to get there from Maastricht in time.
A Croatian friend of mine married a Japanese national in Denmark in the 1990s, before Croatia was part of the EU, as it was easier at that time than getting married in Japan.
