Missed connection at YYZ: ADD-(DUB)-YYZ-USA: which rules apply?

Hello,

I recently traveled on an Ethiopian Airlines flight from ADD to YYZ, which makes a stop in DUB. My final destination is in the USA after connecting on an AC flight. Due to delays on the Ethiopian leg (non-weather or similar), I missed my connecting flight in YYZ. AC rescheduled me on a flight more than 9 hours later.

I would appreciate your help with the following questions:
1) Which regulations apply? I boarded in ADD, but given that the flight stops in DUB, do EU regulations apply? Or only USA?
2) What compensation is required from the airline for a long delay? (If EU, it seems that denied boarding applies, with "up to 600 euro" compensation.)
