Amsterdam had particularly good selection and values on Cuban Cigars. In Germany and perhaps the Netherlands, the price of cigars is fixed by law, so every shop will have the same prices. Still, I think the airport duty free is probably cheaper. Never found the duty free in Munich. Best values for cigars I've found were at the shop inside the HOtel Intercontinental in Praha; did not see any shopping in that airport.
