Where did you even get that info from? A return economy ticket to DPS on SQ costs an average of $200-$300, never above $400. (Unless you book less than one week in advance, which obviously costs more.)
Promo (with a plenty of blackout dates) is starting at 268 SGD.
Quick check for april: (Full) Flexi 736.20, Cheapest 266.20 (all fares quoted are above 500SGD except this Promo fare).
Fares on GA or KL are available from around 250SGD (even during SIN school holidays, where SQs blackout days would apply).
