Hi OP. I agree the rules are a bit confusing but I do not believe you were entitled to SC access at DCA, so the agent was right. You were traveling on a domestic FC ticket (albeit in D1 cabin) and so you SHOULD be permitted SC access in JFK (and SFO if you choose) but not in DC so the agent was correct.
