DCA Skyclub & paid D1: told no access (with an exception made)?

I'm currently at the DCA SC, flying paid F/J (DCA-JFK-SFO). When I asked on this board if I could get access, I was told I would at DCA. However, when I presented my D1 BP to the entry employee, I was told I did not have access and that I only had access at JFK/LAX/SFO.

When I asked to speak with a manager, she said the same thing, explaining that the system was very specific to only allowing access at those three airports, and that this "came from our corporate office." She, however, did say she would make an exception for me.

While a very nice gesture, it's not really the best feeling, because I was given the impression I would be given access automatically here. It made me feel a bit awkward, especially on paid J; then again, it's a #firstworldproblem, and I did get access after some pushback.

Is she right? Am I right? I'm still unclear on what the actual policy is. Thanks!
