But in all seriousness. I don't have an answer to OP's question as to why AC codeshares out of YYZ but not YUL. Had the Ben's still been around, we may of had an answer for that, but I digress.

But let's say that OP flew the YUL-IST route frequently. Last year, flying on TK from YUL-IST did not contribute to the 50% metal requirements. Nor would the codeshare out of YYZ. But this year, OP could use the codeshare out of YYZ and get AQDs. Isn't that, in this case, an improvement?
