Since Latitude upgrades into the P bucket AC's IT is probably realizing that P=0 and is showing you no upgrades, even though R=2. Basically my guess here is they forgot to code a if ( P >= '1' || R >= '1')

This seems to be no problem if I search it alone - so I think it's getting triggered as an error from the first one (again coding problems). But technically speaking there is no reason why a latitude cannot be upgraded immediately.

I have posted about these in various places here in the last couple of months. I have the same issue. In fact, this has worsened recently because if people have noticed, the P0 R-positive availability is quite common nowadays on several routings. In the past, the pattern was P>=R with some rare cases where P<R. Now it seems prevalent.
