I've understood for a long time that the whole point of rouge was to increase profitability of certain routes to Air Canada; its primary purpose isn't to offer lower fares to consumers.

However, I'll disagree with you on the PY parallel you're drawing. The PY seats on the Dreamliner which are the same as will be installed across the ML wide body fleet are far superior to the Premium Rouge seats. As a matter of fact, I'd rather be in a Y "plus" seat than pay the premium to sit up front on rouge. Honestly, the value proposition doesn't make sense unless the price difference is nominal.
