Actually, I saw the same thing for PE O (Flex) on a TPAC route I was looking at. The same message "You will be waitlisted" also appeared if I selected Latitude. The dates are more than 6 weeks out, and cabins are wide open. An agent had this response: Air Canada is probably waiting to see how many more seats it can sell in J before it releases any to upgrades.

I found that comment amusing and insightful. Don't argue with me over whether the agent was right or wrong. I'm only repeating the comment.
