DL hasn't remotely suggested that it is introducing PE. It is merely selling C+ as a distinct direct-buy class, but it is far from PE.

I think that you are comparing apples to oranges. You would need to, for instance, compare a fully refundable Y seat to a fully refundable C+ seat, to a fully refundable F (J) seat, to determine the premium you are paying.
