I have an e-voucher that was issued on Jan 7, 2014. It says "valid for travel within one year of the date of issuance"

Does this mean:

1) Travel must start on or before Jan 7, 2015?
2) Travel must be complete by Jan 7. 2015?
3) Travel must be booked by Jan 7, 2015 (this is a hail mary based on the wording, but it's my only chance to use it)
