That whole area's been under construction forever and ever. I realize it's a major project, but I visit every year and I'm surprised by the lack of progress year after year. Maybe there's a lot more progress than I realize, but it just seems that way to me. The only thing I sense is that more and more areas seem to get closed off each year (last year, it was Sogo that closed down from my visit the year before). Then there's this... closing the Ave of Stars for 3 years. That seems insane. They can't keep it open and work on it in phases? We'll see how our stay at IC goes. So far, it's been minimal impact, including last year. But there's never been construction in front of the harbour-view side up to this point, so we'll see.
