I actually agree with you. I do not think a tip is required for a concierge that does their job, but it is appreciated when they go above and beyond to make your trip more special in some way.

My point was: If you are going to buy a bottle of nice champagne (+$50?) for the concierge anyway, they would probably prefer the cash value of the champagne instead.

And I think the note to the GM is also a good idea and have done this a number of times.
