That is exactly the area closed right now. The overpass is accessible but escalators are not in operation. Bruce Lee was moved up to that podium, btw

Not sure about the path, but can't imagine it would be. In general, this is not the nicest area to stay at right now, with construction all around - don't forget the old New World center to the East, which is a huge construction site as well.
