For travel, going hyphenated seems to be best. Most agencies understand the hyphenated. She tickets with her maiden name but docs are hyphenated. She's been doing this for 20 years travelling internationally.
I'd worry that some day you might be facing a clerk who doesn't accept the document mismatch with the ticket. OTOH, if she travels for business, the tickets should be in the name she uses for business to avoid questions when she submits ticket (and hotel, I presume) receipts for reimbursement.
