BA has contractual agreements with some high-value corporate travel agents which allow free seat selection - most noticeably on HBO fares, where status also becomes irrelevant.

I'm afraid the short answer is - no, you can't access these personally through other agents, if you want seat selection you'll either have to qualify by status or buy a non-HBO fare (or pay the usually more expensive seat selection fee).
