Security agents will put a card inside each bag they have searched, indicating it has been opened and inspected, and the bag will then be resealed, he said.</font>
I dunno; this works for me. Don't put valuables in your checked luggage.
The liability issue ("we are not responsible") is if the luggage gets damaged while they're tring to open it (breaking/cutting off locks...). Cases of pilferage will be handled on a case-by-case basis with the airline, TSA and the airport sharing responsibility.
This isn't the crisis that you're trying to make it become.
