Two years later, I am answering my own question for others who may wonder--Yes, RAM does provide hotel and meal accommodation for long layovers--I had an eight-hour daytime layover once, and the second time my overnight flight connection to Niamey was cancelled.

In both cases I was accommodated in the airline's own hotel adjacent to the airport. You go to the layover office on the second level of the main terminal (past immigration and customs) and present your travel documents. There is a shuttle bus in front that transfers you to the hotel. Vouchers for cafeteria-style meals in the hotel also are provided, but they also have a full-service restaurant, café and bar on the premises.
