I'd disagree. The seaplanes are strictly visual rules, so in the winter flights are between 800 and 1600 and only in good weather (no fog/strong winds)
In the past I twice had flights cancelled when I had to catch the flight for the meeting. Helijet is more expensive and normal full of the Government types.
I'd much rather face some hassle to get out to YYJ just to know that I can get off the ground, and can work a full day without having to overnight.
I don't know one person that fly's to Victoria via YVR. They always drive or take the seaplane. I know most pax on the YYJ - YVR route are connecting. Yes, in the winter, flight times are limited do to sunlight hours, but they also add flights if needed.
