All - if not all, almost all - US issuers have switched from a
currency exchange fee to a
foreign transaction fee. This is one of the reasons why things like DCC become such a bad deal if your dad has a non-zero FTF. And if there is a 0% FTF, why are you paying the charge in USD?!
